The Centre de santé communautaire de l’Estrie (CSCE) held its 36th Annual General Meeting on Thursday, June 18, 2026, in Cornwall. The meeting was hosted by Frédérique Théorêt, Chair of the Board of Directors, and Lyne Martineau, Executive Director of the CSCE, who presented the CSCE’s 2025-2026 Annual Report.
The 2025-2026 year brought significant leadership changes at the CSCE. Marc Bisson retired as Executive Director after 23 years of service. Lyne Martineau was appointed Executive Director, and Lynne Giroux was appointed Associate Executive Director. On the Board of Directors, Frédérique Théorêt was appointed Chair, succeeding François Bazinet.
The CSCE also recognized the contribution of outgoing Board members François Bazinet, Sonia Behilil and Jeanne Dazé. In addition, members heard presentations on two initiatives that are expanding access to French-language health care across Eastern Ontario: the Prescott and Russell Virtual Triage and Assessment Centre (VTAC) and the Eastern Region Virtual Care Clinic.
Board of Directors election results
Two new members were elected to the Board of Directors at the meeting. The CSCE is proud to welcome them for a three-year term, from 2026 to 2029:
- Brice Wilfried Obiand Obonou, of St-Isidore
- Emeline Lina Nsah, of Hawkesbury
In addition, the terms of Frédérique Théorêt and Linda Cléroux were renewed for another three years.

The Prescott and Russell Virtual Triage and Assessment Centre (VTAC)
VTAC connects people without a family physician — or who need care sooner than their provider can offer — with the right service, in collaboration with community paramedics. Since launching in February 2026, the VTAC has recorded 580 visits: 390 through community paramedics at the Bourget, Casselman, Hawkesbury and Rockland service points, and 190 with nurse practitioners.
The Eastern Region Virtual Care Clinic
The CSCE is the designated partner of the Eastern Region Virtual Care Clinic. The clinic is free, bilingual, and available seven days a week from 1 p.m. to 9 p.m., offering an alternative to emergency rooms for non-urgent health concerns.
Highlights from the 2025–2026 Annual Report
Highlights from the annual report illustrate several of the CSCE’s accomplishments in 2025-2026:
- 12,447 people who received primary care services, including 7,417 francophone clients;
- 1,000 people registered from the Health Care Connect wait list;
- 6,302 mental health interventions for 898 people;
- 756 youth supported through the Youth Wellness Hub;
- Launch of the VTAC in Prescott and Russell with community paramedics;
- 29 students supervised in medicine, nursing and mental health; and
- Redesign of the CSCE website and integration of the Ocean eReferral platform.
